Make Discussion Groups private
Instead of making each topic private and selecting people to see it wouldn't it be easier to allow private discussion groups?

@Roshan - please clarify your comment. You can make a discussion private and add any user to it (having access to Discussion app in this project).

OR, pre select the private checkbox while creating discussions and make it available to users other than read only users.
