    Either could work, depending on scenario. For testing or evaluation assigning a team could work although a team may change depending on the expertise required for the collective task.
    For a creative development task, assigning to 2 or more developers and having them create subtasks and show progress could work.
    In either case , as long as you could assign 2-4 people to a task would be workable, whether its a collective task, or a creative task that involves a team to work synergistically.

    milestones will be most helpful if shown as contrasting colour diamond shaped events in timeline in context of all tasks. gantt view should link task dependencies to milestones and vice versa,- the same way it shows task dependencies.
